FUSION_APPS_HCM_ESS_APPID and Transformation Formula HDL User.dat

We receive a CSV file from 3rd party, which is then transformed into both a Worker.dat HDL file and a User.dat HDL file using a Fast Formula. The formula successfully generates both HDL files.

Although the Import and Load process shows as successful, the User.dat file is not actually being applied. No updates are made to the user accounts, and the following error appears under Created By (FUSION_APPS_HCM_ESS_APPID):

"You don't have the permission to bulk-load security related data with the User business object."
