Can we turn off Change Orders on Purchase Orders?

We have purchase orders that have 300+ lines on them and because of our repricing model, we have a large amount of change orders based on market value changes. We would like to understand if change orders can be turned off for purchasing. There is a direct relationship between how long a change order takes to approve and how many lines are on the PO header. See below the small data set we captured in our environment.

Note: The Auto Bypass flag is active to reduce the total amount of time we are spending during a change order.
