How to set comma as decimal separator in RTF Template in BIP Reports ORacle Fusion

I have a requirement to show the EUR format amount i.e. €1.234,00 in output of RTF template other than setting it at User Preference. I have already tried the EUR format mask in Report Properties at report level but it showing as €1,234.00 and I want it in €1.234,00
