How to make the Product Development Page in PIM Specifications Read Only

in Product Master Data Management

In Product Development we have fields that are Change Controlled which require a CO to modify. However, in PIM under an Items Specifications, users with Manage Item privilege are freely able to modify those CO fields. Is there a way to make that page read only in PIM?
