SO Shipments Not Interfacing to Projects

Summary:

Sales order shipments (Sales Order Issues) are not being interfaced to Projects. How do we troubleshoot this type of issue? Is there a flag that indicates whether an SO Issue transaction has been interfaced to Projects?

In this case, the transaction is fully costed and final accounted, but when we run Import Costs, nothing appears for import. What steps might be missing, or how should we approach troubleshooting this scenario?
