Seniority Date Calculation does not look at the Effective Latest Change assignment row

Hello,

I hope for your advise how to best workaround this scenario.

What confuses the end users:
The two bold italic Seniority Dates in the table below.

Why this happens:
There are Furture Assingment records created with start date after 01.07.2025. These are created with Grade = Scientific level 1 because creation date is prior to Grade change the 01.07.2025.
Then, effective 01.07.2025, the Grade is updated = Scientific level 2.
The Future Assignment records (effective later than 01.07.2025) are updated with correct Grade = Scientific level 2. This becomes the Effective Latest Change=Yes row.

The Calculate Seniority program does not look at the row with Effective Latest Change = Yes only. Is that intended by Oracle or is it a bug ?
