EPM Nov 2025 patch update - has Oracle suggested to skip the Nov-25 update

Summary:

We have received a update from one of the source (service provider) that they have received a mail from Oracle requesting to skip the Nov-25 update in any case.
Oracle has broadcasted a message stating that -Even if no issues are currently observed in your non-production environment, we strongly recommend skipping the Production patch before 20-Nov-2025

Did anyone receive such type of communication from Oracle?
