Unable to hide 'Edit Translation' in library goal page

Hello,
On the Library Goal page, we are unable to hide the “Edit Translation” option. We don’t want this to be visible to anyone—even the person creating the library goals, whether HR or others—since we are not using this functionality.

However, in VBCS, we’re unable to locate this field under the rules section to hide it. Could someone please advise or help with this?
