How to make appointments show up before the Shipment Start Time

Summary:

We have a scenario where we use DELV for the orders we plan, so OTM plans from delivery window backwards to determine the Start Time of the Shipment. The source location is open prior to the Shipment start time and the location resource for dock appointment is available too. The idea is, could we allow carriers to choose an appointment prior to shipment start time? Tried the Appointment Start Time Tolerance to 59 mins and set the properties,

glog.appointment.considerTransitTime and glog.appointment.considerNextStopApptTime
