Is there a way to put different absence accrual carry over in the same absence plan?

Summary:

We want to have one absence plan, however due to state legislation, we want to put that employees in Colorado and California to get to carry over all their vacation hours without expiration, but the rest of the country would get carry over of 40 hours with a 90 day expiration criteria.

Is this possible through FastFormula? Currently the setup screen only shows 1 option.
