Order getting unassigned when using Drag and drop functionality in enhanced workbench in OTM

Summary:

Is this an expected behaviour on enhanced workbench's Drag and drop functionality to unassign the order, when an its shipment fails to merge to the new/another shipment? Order gets unassigned, when we try to drag from shipment stop to shipment.
