Business Rules related to salary is not working on local and global transfer - Redwood

When following a Business Rule for local and global transfer, the employee's salary should not be accepted if changed for less than the previous salary, and the page should show an alert for that. It works with local transfer, but not with global.

The condition is: if adjustament percentage is less than 0, then show a warning.
