Netsuite Planning (NSPB) calccomp does not calculate for new hires or transferred employees

I have confirmed this is a create block issue by applying the workaround to submit "1" at the workforce intersection where I want the salaries to calculate. I have tried to modify setactivestatus script to create the block for salary for any time the status is set to active based on the start date. Very little modification to the script has been done and calccomp works for existing employees. I have tried many different ways to create the block but below is the last attempt.
