25D Lock Completed Absence not working?

In a non-prod environment, I used the 25D feature to Correct one of our absence plan types to "Lock completed absence for updates after: Absence is Paid" at the Employee editing level.

What defines an absence as having been "Paid"? Is it the payroll flow Calculate Payroll? Is it the Element Entry showing Processed? Is it the Timecard Additional Statuses showing the absence as Processed?

I logged in as an employee and navigated to Me / Time and Absence / Existing Absences. I found an absence of that type that has already been paid (Calculate Payroll flow has been run and picked up this absence already). I selected the absence, changed the times, and was able to resubmit it.
