What product area is Action 'Change Hire Date' (ORA_EMPL_CHG_HIRE_DATE) used in?

I was asked to add a quick action of Change Hire Date. I have been searching for information on where you can use it. I can see the Action of Change Hire Date when I edit a Job Offer. Where else can it be used?

Customer asking for a easier way to change hire dates. They do have access to Employment Start Date quick action. A team member believes there is a Change Hire Date under Quick Actions. I have viewed the Structure and do not see any Quick Actions with that name.
