Data Load Rule Not Picking Up Global Period Mapping Or Explicit Mapping

Summary:

I have a data load rule that is Delimited - Numeric Data that is missing the period and year from the file and causing the below error. It doesn't make sense though because I have tried the global mapping and explicit mapping and it is not picking up either of them. Has anyone run into this before?

ERROR [AIF]: Cannot begin data load. Essbase Error(1003007): Data Value [3240] Encountered Before All Dimensions Selected, [1] Records Completed
