How Recoverable tax is calculating based on the cost center at AP Invoice level?

Summary:

User wants to stop partial recoverable tax calculation for the AP Invoices, this partial recoverable tax is calculating only when we select particular cost centers if I select some other cost center then 100% recoverable tax is calculating and If I select another cost center then 0 recoverable(Non Recoverable) tax is calculating
