Ideas to Prevent Users from Launching Rules When Approvals Are Preventing Editing

We utilize approvals to allow users to review and approve plans. When a user submits a plan up the approval path, the approvals feature prevents them from editing their plan. However, we noticed users can still launch rules attached to the forms to adjust their plan. For example, our workforce planning form has a rule that adds a new position. They can launch this rule to add a position which will impact the plan despite the approvals preventing them from making direct edits to the data in the form.

This is mostly a training issue, but I'm wondering if anyone has any solutions. Updating security manually would be tricky as different users are submit/reviewing/approving their approval units at different times.
