How Delete user action from OCI while removing EPM access impact historical data

Business requirement is to deleted EPM access of one of user , but in OCI they can see 2 options one is Deactivate and Delete.

they want to understand how deactivate and delete works and what is the impact of deleting the user from OCI, they want to understand how Delete impacts the historical data.
