Need pricing to apply discount list with the highest precedence even when it is based on All Items

As per current pricing design, specific item discount list will typically take precedence over an "ALL items" discount list.
When multiple discount lists are associated with a single strategy, the system must always apply the discount list with the lowest precedence number, regardless of whether the discount list is based on an “All Items” rule or an item-specific rule. In below case, discount list with precedence 1 should get used instead of one with precedence 5.
