Single Incumbent validation for position in 25

in Human Capital Management

Summary:

We are experiencing that after 25D we are no longer getting the 'Not Enough Headcount' error when we try to move more than 1 person in the same single incumbent type single headcount position. We were getting this error before 25D. We have created an SR but wanted to check if any one else has a workaround.
