Secondary quantity was changed from 12.0 to 13.0 during receiving, but on-hand still shows 12.0

Problem Summary:
Secondary quantity entered during receiving is not reflected in on-hand quantity for an item

Detailed Description:
We are using a dual-UOM catch weight item with Primary UOM = Each and Secondary UOM = Kg.
During receiving, we manually updated the secondary quantity from 12.0 Kg to 13.0 Kg.
The receipt was completed successfully without any validation errors.
However, when checking On-Hand Quantity, the system still shows the original 12.0 Kg instead of the updated 13.0 Kg that was entered at the time of receipt.
The primary quantity remained unchanged.
It appears that Oracle is recalculating secondary quantity from the primary UOM conversion rather than storing the received secondary quantity.
