Time card approval does not appear in Transaction Console nor BPM

in Workforce Management

Summary:

On 25C.

First of all, Time Card approval works in environment A.

We refreshed environment B with the backup of A.

Time Card approval does not work in B.

Employee entered time. Showing as Submitted.

Login as Line Manager, see the time is Submitted, but Approve button is disabled.

As system admin, go to Transaction Console.

There is no Payroll Time Card Approval ELA.

Go to BPM, there is no Time card approval generated.

What am I missing? What can cause this?
