Nudges - sending to multiple 'line managers'

Summary:

Started to test nudges to understand the functionality, as I've tested it in a lower environment I've come across some colleague that have had multiple nudges sent to 'line managers'. When looking into this, the colleague on has 1 line manager and I can't find any connection to the other users.

Has anyone seen this before and have any idea on what could be causing this?
