Unable to get past through When and why section of Transfer/promote flows in Redwood

Summary:

In Redwood, a Line manager is NOT able to get past through When and Why section of Transfer flow and Promote flow.

This is observed only for users with Line Manager role.

Since are able to proceed with other users - it could be security related issue. Hence posting this in this forum.

Any thoughts on this would be helpful.
