Migrated Bypass Completed records are not triggering course reassignment

Learning items (courses) which are migrated from legacy application and active in Oracle fusion, has been uploaded with Completed status via HDL but these are showing as Bypass Completed status in UI. These courses which are under Bypass Completed status are not getting automatically reassigned as per the reassignment rules.

Issue: How we can rectify this issue so that reassignment will work automatically for course under Bypass Completed status currently?

Few observations/queries regarding one of such case:

1. Learner with migrated course learning status as Bypass Completed, when I am clicking the edit assignment, I am able to see under Advanced Rules > Expiration mentioned as Never expires. From where this rule is getting defaulted?
