Migrating reports from one environment to another however permissions are lost

Summary: We have a VBS job setup that uses SOAP services to migrate report from Fusion to GIT and GIT to fusion. However when we move the reports from GIT to FUsion, the permissions on the report are lost. There doesnt seem to be any SOAP service or REST that will allow us to extract the permissions and reapply either. Is there a way to achieve this?
