Can we make the system not calculate Zero as a price? So that it doesn't calculate it as the lowest

We have requirement that Vendors should allow to response 0 amount in negotiation reponse. But system calculates that line to lowest price and award it.

is there any option or configuration that system doesn't calculate 0 amount as the lowest price.
