Custom Item Structure Template Not Visible to Users with Custom Roles in Item Structure Report

Hello All,

We have created a custom Item Structure template to be used with the seeded Item Structure report (Product Management → Structures). The template works fine for users with elevated privileges, but business users assigned to custom roles cannot see the custom template in the template selection list. They are only able to view and select the seeded template.

Issue Summary:

• Custom BI Publisher template created and uploaded for the Item Structure report
• Users with custom roles do not see this custom template
• No errors are shown—template simply does not appear as an option

Question:
Has anyone experienced a similar issue where
