Create Learning Assignment Renewals without using the expiration date

We want to assign courses to employees through learning initiatives every year without applying any expiration settings. Is this possible in Oracle Fusion?

Current Setup

A learning initiative is configured in the system which is linked to an OTBI analysis with the following criteria→

Users whose last course completion date + 1 year = system date.

How It Works Today

Jan 1, 2023: Course assigned manually to the user (User also completes the course on same day)
Jan 1, 2024: Course assigned to the user via initiative (User also completes the course on same day)
Jan 1, 2025: Course does not get assigned to the user even though their employee record is on the OTBI analysis used in the Initiative
