alert filter for evaluation activity

Hi all,

We need a filter for a learning alert that only applies to open evaluation activities. This means that if all mandatory activities have been completed and the course is therefore completed, but the evaluation (voluntary) for that course has not yet been carried out, the learner will still receive a reminder alert to provide feedback.

Which filter can we use to implement this?
