Unable to create External REST API tool

Summary:

When i create a new tool from AI Agent Studio, If i choose the tool type as "External Rest" the "Create" button becomes disabled. It is enabled for other tool types such as Document, Deeplink, Email and Business Object. This is intended ? We are on 25D.
