How to make security on Locations, Jobs from workforce structure screens for 2 Legal entities

We need to make security on Locations, Jobs and Grades screens under workforce structures tab as the following case:

We have 2 legal entities we want HR Employees for each legal entity to view the jobs, locations and grades that are created on the Reference data set linked to their business units only and not all the created ones, and we cannot make this requirement through security profiles as we do in departments and positions.

For example: we have 2 RDSs, Saudi and Bahrain we want Human resource specialists on any Saudi business unit when they use workforce structure tab pages to see only locations, jobs and grades that are linked to Saudi RDS, and the same for Bahrain HRs, they should see only locations, jobs and grades that are linked to Bahrain RDS.
