How do Security Filters Impact Jobs and Data Loads in 21c

Before I spin up a test user and go through all these cases, I figure I'd post here for guidance as the documentation is very unhelpful and in some cases seems to contradict itself. If a User has Database Update permissions, will Security Filters stop that User from running jobs that would impact intersections they do not have access to? I'm not talking about calculation scripts, but say the user runs a Data Load Rule job that would update intersections they are not allowed to write to, or runs a Clear Data job that would clear data out of the
