View Item Change Order - Can't View Substitute Component Changes

User1 is unable to see Substitute Component Changes when reviewing and Item Structure Change Order, while other User (Me) can. User1 has the (custom) Roles and privileges to View and Approve Change Orders, but for some reason the section for Substitute Component Changes is BLANK. When I go in, I can see the details of the changes.

USER 1: - And Yes, I expanded the Substitute Component Changes

ME:

I would assume that if the user has he ability to approve and view the Change Order, then they should be able to review the Substitute Component Changes as well. Any ideas on what if anything may be missing from security profile of User 1?
