How to make Perform Shipping Transactions process validate the onhand quantity

Summary:

We are currently using the Oracle Fusion Quick Ship functionality. Users allocate subinventories, lots, and quantities to shipments in an external Warehouse Management System (WMS). Subsequently, the shipment numbers and corresponding allocation data are transmitted to Oracle Fusion via an interface(the API we are using to sync the shipment and allocation data is :/fscmRestApi/resources/11.13.18.05/shipmentTransactionRequests FA: SCM: SHIPPING: How to Create and Ship Confirm a Shipment Line Using the - shipmentTransactionRequests - REST API (Doc ID 2658559.1))

Oracle Fusion is configured to run the Perform Shipping Transactions concurrent program on a scheduled basis to process these shipment records.
