component quantity doesn't match between work order and work definition

in Manufacturing

We updated the quantity on a structure and ran the program to update the work definition. Everything looked correct. When we created a work order, it had the old quantity, not the quantity on the work definition. The work order said it had used the correct version of the work definition. Any idea on what is happening?
