ZX_TAX_RATE_NOT_EFFECTIVE error during PO migration

PO Interface failing with ZX_TAX_RATE_NOT_EFFECTIVE even though INPUT_TAX_CLASSIFICATION_CODE is null and taxes are not used. Many similar POs processed successfully. SR already opened, looking for community insights.

we are currently migrating Purchase Orders through the standard PO interface. Most records load successfully, but a few interface headers consistently fail with the following error:

Interface Header Id: 7827, Error Details: ZX_TAX_RATE_NOT_EFFECTIVE-This tax rate on the imported tax line isn't valid on the transaction date. Enter an effective date range for the tax rate that includes the transaction date. INPUT_TAX_CLASSIFICATION_CODE-null
