How to build visual builder app with approvals?

How would you build a visual builder app with approvals in it. Do you use some framework or just do all the code in VB? It seems like a fairly standard use case but I can't find any information on it. It seems Oracle Process Automation is being deprecated in October 2026 so that is not an option. BPM seems very difficult to understand.
