why is the user unable to create or edit sites within the visible 'Site' tab?

The user is unable to access the 'Site' tab when attempting to create a new supplier. Although the 'Site' tab is visible, the functionality to create or edit any sites within it is inaccessible. For reference, a screenshot has been attached detailing the issue. It has been confirmed that the custom role assigned to the user contains the necessary Functional Security Policy (FSP) and Data Security Policy (DSP) required for this action. A resolution for this access issue is requested.
