Shouldn't LPN LOV on Product Completion show LPNs "Defined but not used"?

Summary:

We are running into a situation where the Output Transaction's LPN LOV only shows the LPN numbers that have status "In Inventory" that matches with the Completion Subinventory.
This is particularly not ideal since during Product Completion, businesses will likely to complete the production into new pallets, hence new LPNs, LPNs with status "Defined but not used".

The LOV only shows LPNs that are already in use with item quantity assigned to it. However, in certain circumstances we noticed that the field allows user to type in a not used LPN.

This behavior is inconsistent and confusing. Reusing LPNs during product completion might lead to issues in the warehouse.
