Use tax account changes

Summary:

Currently Transaction tax at Invoice level is going to account 232xxxxx02 but we need different account for different Tax Jurisdiction, e.g. 232xxxxx00 PENN and 2325xxxx01 PHILA, so that amount would go to different account for State of Pa 232xxxxx00 and City of Phila 2325xxxxx01.
City Sales Use Tax and State Sales Use Tax.

tried to change in Manage TAX Jurisdiction and added Tax liability account as needed but still Accounting is going to one account only, instead of 2 different as we need.
