Best Practice for Sharing Welcome Communication to Migrated Suppliers

I'm looking for guidance on best practice around 'communicating' to migrated (converted) vendors that the buying organization has moved to Oracle Cloud, and their (suppliers) contacts have been migrated to Cloud as well. They should also expect new account generated email notification, with a separate notification to reset their passwords. I know that we can 'configure new supplier notification' that can describe all aforementioned but those emails are only triggered when a vendor record is created by way of Registration, and not for converted vendors.
The alternative we have as option is to also 'post it on website' about this communication but this may be missed by vendors as they will probably not visit the website. Also, the risk with all this is that they might treat the 'account creation and password reset' emails as spam. This will likely create traffic of vendor inquiries to the buying org, which can be huge as the buying org has around 50k suppliers and 72k supplier contacts.
