Enable Supply Chain Cost Rollup checkbox not available while creating the cost scenario

I am trying to create a Cost scenario (Navigation: Supply Chain Execution > Cost Accounting > Manage Cost Scenarios > Create).

The checkbox for Enable Supply Chain Cost Rollup is not available.

How to get this check box enabled?
