Learning app was renamed to Learning and Development. Why are many quick actions duplicated?

We are about to adopt the name change of the 'Learning' app to 'Learning and Development'. I noticed in Structure that a lot of quick actions (Course, Offering, Specialization, eLearning Items, User Groups, Global Access Groups, Learning Assignments, etc) under My Client Groups have duplicates now, one with EL Expression Profile.values.ORA_WLF_ADMIN_LEARN_DEVELOPMENT ne 'Y', and the other one with EL Expression Profile.values.ORA_WLF_ADMIN_LEARN_DEVELOPMENT eq 'Y'. All the definitions are the same, like the Link Type, Task Flow ID, Focus View ID, Secured Resource Name, Task Flow Parameters. Why were many quick actions duplicated if it's the same app but just with a different branding name?
