How can we restrict the CPA to punchout catalog only?

On the CPA, we have enabled the 'Punchout Request Only' flag. However, even after enabling this flag, we are still able to create non-catalog requisitions. How can we restrict the CPA to punchout catalog only? Is there any additional setup required to restrict the CPA exclusively to the punchout catalog?
