Delegation rule at Roles and Delegations page conflicts with Reassignment rule at BPM Worklist page

We'd like the rule at BPM Worklist page not to override any rule at the Roles and Delegations screen if exists for HCM approval.

It appears that, regardless of which screen, BPM Worklist or Roles and Delegations, has the same date data entered first, HCM approval rules are processed according to the rules on that page. For example, a line manager named A first enters a Reassign rule for all approval rules from the BPM Worklist screen to another person named X. A then delegates to another person named Y from the Roles and Delegations screen. In this case, any HCM approval flow that should have gone to manager A for approval goes to manager X.
