Task manager notifications not triggering

Notifications for schedule creation, schedule status change, and task completion are not triggering for owners/viewers

After going through some testing, I cannot seem to figure out how to get Task Manager email notifications to properly trigger for users and groups listed as Viewers and/or Owners on a schedule or task. I have checked/tried the following:
- Confirmed Email Notifications are turned on in Task Manager
- Email Notifications are set to allow user-specified settings. Confirmed the users' notification settings (including my own) are set appropriately
- Assigned all appropriate users and security groups as Viewers to an Organizational Unit
