How is the absence carryover calculated

In our vacation absence plan, we have the following settings for carryover, however, we are seeing less hours carryover than what we have in this field. Are their other places in HCM where carryover rules can be set? We're trying to figure out how the carryover balance is calculated within HCM.

We do have a fast formula set in the Accrual Matrix which caps our accrual at 240 hours. We are seeing someone in our system that went over this accrual and their carryover balance does not match their summed balances so we're trying to determine how the carryover is calculated behind the scenes.
