Supply Plan - Minimum Order Quantity and Fixed Lot Multiplier aren't working fork some items

Summary:

Some reason Minimum Order Quantity functionality isn’t working property for the future date forecasting planned Orders in the Supply Plan. The item is setup with Min Order Qty and Max Order Qty of 40,000 and fixed lot size multiplier is blank. Tried with different values for the fixed lot size multiplier, but no luck. It is a constrained supply plan.

In this case, I am expecting that the the planning order(s) should be created for the Qty of 40,000, But I see that the planner orders are created for the Quantity of some random number like 101311, 106733 etc., The data shows ok for some planned orders, but not for all.
